Britain's retreat from the European Union was always going to be an arduous affair requiring firm and decisive leadership by the ruling Conservative Party. The Tories needed to settle the disarray and confusion following the referendum and to move swiftly to secure the best possible terms of departure from the EU. If the so-called "Brexiteers" had laid down detailed plans to that end, however, it's not evident nine days on.
