This week's revelation deadly loosefill "Mr Fluffy" asbestos had been found on the site of a $1.6 million block in Griffith casts a cloud over every piece of land touched by the program.

Another 90 "rehabilitated" blocks are to be auctioned on Thursday.

The ACT Government cannot, and will not, guarantee that despite their best efforts over the last four years these blocks are asbestos free.

Every person who buys a "Mr Fluffy" block signs a contract which prevents them from making any claim against the ACT Government in the event asbestos remains.

The owners of the Griffith site say they have already been left thousands of dollars out of pocket after learning bonded and loosefill asbestos had been discovered in the footprint of the original house.

Underfloor plumbing had been left in situ. The asbestos was discovered when builders began preparation works for a new house on the same site.

This discovery raises serious questions about both the scope and the integrity of the remediation process which has seen almost 800 homes demolished in the last four years.

It was controversially scaled back in 2015 in a bid to cut costs and maximise the return from the land sales to the Government.

When the then Chief Minister Katy Gallagher first announced the $1 billion scheme to buyback and demolish Canberra's 1021 "Mr Fluffy" homes in 2014 she pledged everything would be done to render the blocks safe.

This followed the failure of an inadequate, and poorly implemented, Federal remediation scheme in the early 1990s which left the contaminated houses standing.

Subsequent testing revealed significant amounts of asbestos was left behind and serious risks to health and public safety remained.

"The block is (to be) essentially scraped," Ms Gallagher said in October, 2014. "The trees will go, the garden will go, the pool will go, everything will go."

The Asbestos Taskforce agreed, recommending soil should be removed to a depth of at least 10cm and new top soil brought in.

By late 2015 that plan had changed. Blocks would not be scraped; only the structures at direct risk of contamination by "Mr Fluffy" asbestos would be removed.

When questioned about the changes Taskforce head, Andrew Kefford, cited "unnecessary cost", a lack of scientific evidence to support the need for scraping the blocks, and the value of retaining existing gardens for when the land went on the market as justification.

Affected owners, many of whom had been caught up in the fall out from the failed 1990s cleanup attempt, were immediately highly sceptical.

Today they feel vindicated. The roar of "we told you so" on the Mr Fluffy social media websites has been deafening.

The best advice that can be offered to anybody considering bidding for one of the remaining Mr Fluffy blocks would appear to be "buyer beware".

It looks like this long running saga that has brought heartbreak and loss to thousands of Canberrans is far from over.
