West Basin pool may be a mirage

Almost from the day the Gallagher government proposed it in March 2013, the City to the Lake development has been subject to constant tinkering. It's almost de rigueur for governments to fiddle at the edges of large urban planning projects, especially when public finances fluctuate (as they have since Labor borrowed $1 billion from the Commonwealth to fix the Mr Fluffy problem). However, some of City to the Lake's marquee features – the urban beach, the sports stadium, the convention centre and the lowering of Parkes Way – have an aura of expendability about them.
