Manuka development proposal exposes poor process

The ACT government's guidelines for unsolicited development proposals states that initial submissions require proponents to provide a signed declaration to abide by process. In the declaration, the proponent must agree and acknowledge that: "No approaches will be made to ministers or other officers within the ACT government prior, during or after the phased process relating to an unsolicited proposal".
