Plan churns stomach

"Churn" is right, as that is exactly what my stomach did at the news of the ACT government proposals for increased parking fees ("Parking fee rise to encourage vehicle 'churn', May 31, p3). On the one hand, the government insists Canberra's population must increase to 500,000, and then it claims we have a problem because too many people are looking for parking spaces. It is clear we already have either too many people or too few parking spaces.
