The formula for this popular series is predictable. The crime-fighting heroes are attractive, athletic and super-capable. They go about their business with dedication and determination, their resolve lightened by banter. They're like an elite sports team heading to their next big game. In this West Coast spinoff, the boss (Linda Hunt) is inscrutable and omniscient, calmly sipping tea from china cups and delivering uncannily wise assessments of her people and their cases. But this is a better-than-average episode largely because the investigation involves the exploitation of migrants, and the subject allows for a degree of pathos that's often absent from NCIS.
