The integrity of democracy is the greatest issue for the federal election and for Canberra, Australian Sex Party Senate candidate Steven Bailey says.

The artist, who contested a Senate seat in 2013 for Katter's Australia Party, says politically, Canberra was experiencing one of its most important years after the major parties colluded to lock out the minor parties from the Senate and locally in the Legislative Assembly.

"The Sex Party offers the people of Canberra a fairer Australia," he says. "We only have two Senate seats in the ACT … and unless people want the same they have to give their No.1 vote to a minor party."

Bailey says the party's policy to make churches pay their fair share of tax was one of its most important and key policies.

"We're not just talking churches we're also talking the Australian Christian lobby and any organisation that defines itself as a church gets a tax deduction and every time that occurs it means the people of the ACT have to pay more tax."

Mr Bailey says his party was the only one that wanted to legalise cannabis fully to stop the war on drugs, an issue that resonates with ACT voters.

"I believe the ACT should stand out to Australia as the most progressive and exciting jurisdiction," he says.

Voluntary euthanasia was another of the party's key policies, with Bailey saying the debate had gone on for 40 years but had been held back by the major parties including the Greens.

"It simply isn't the ethical prerogative of government to tell people they have to suffer before they die," he says.

In the ACT, homelessness was gearing up to be one of the most important issues, Bailey says and it's something he feels strongly about after experiencing it himself for several months when he returned to the country from working in Hong Kong in 2013.

"We do have a one-stop-shop in the ACT but there needs to be a place you can go to immediately have a roof over your head that night," he says.

"We have systems in place that can be very difficult to navigate."

Bailey says he also wanted the ACT to "be the most fun place" in the country, with a push to lift the ban on "fun, little" fireworks.

And in the classrooms he'd like to see children taught about Australia's political system after spending half of his professional career in schools and colleges where he experienced the lack of political literacy firsthand which continues into adulthood.

"It's an issue of civil liberties, you can't expect people to take part in a system yet deny them the opportunity to be taught about politics at school," he says.

On his own previous tilt at the Senate, Bailey says he doesn't regret standing for Katter's Australia Party before a dramatic split over his support of same-sex marriage.

While he hasn't weighed up his chances of winning a Senate seat this time round, he doesn't think his "fun" time with Katter's party will turn voters off.

"It wasn't really a serious campaign … there's nothing that I've said in years' past that contradicts my position and stances now," he says.

"[The Sex Party] was the fourth most popular party in the ACT… at the last election.

"It's my job to keep that status."
