Australian Motoring Enthusiast Party senator-elect Ricky Muir will vote with Queensland businessman Clive Palmer.
The Australian Financial Review is reporting the alliance between the three newly elected Palmer United Party senators and Mr Muir will be announced in Sydney on Thursday.
On Wednesday night, Mr Palmer told ABC's Lateline that PUP senators would vote together with another senator but would not reveal the individual's name. But he said the fourth senator would not join his party.
Mr Palmer said the alliance would be revealed in a press conference on Thursday. "There's a joint press conference so I can't betray trust," he said.
On Wednesday, a picture posted on Twitter showed Mr Palmer dining with Mr Muir in Sydney.
Later in the interview Mr Palmer said the alliance could eventually include four "or more" senators.
Mr Palmer is still waiting for the final result in the Fairfax electorate to see whether he was successful in winning the lower house seat. The Palmer United Party will receive $2.2 million in election funding.
Mr Muir has avoided media since his victory was confirmed, but the party is in chaos after the founder, Keith Littler, sacked the leadership of the Victorian arm.
Mr Littler, who is also the national secretary of the party, denied on Tuesday that the sackings were part of a power play to replace Mr Muir.
Interviewed by ABC Radio on Tuesday, Mr Littler, who lives in Queensland, insisted Mr Muir, whose election to the Senate after receiving primary support of just 0.51 per cent was one of the biggest surprises of the 2013 poll, would take up his seat.
"Of course he'll take up the position. It's his position, he won it," Mr Littler said.
Mr Littler said Mr Muir, a 32-year-old father of five, was not available to speak to the media himself because he was "very busy". He later said Mr Muir was "undergoing training", including media training.
