Mr Hutchins, described on Friday as a "stalwart of the Labor movement," served as a senator for New South Wales between 1998 and 2011.
He worked as a forklift driver and a garbage collector before entering politics and also had stints as NSW party president and as Labor's national vice president.
Premier Daniel Andrews paid tribute on Friday to Mr Hutchins.
"During his time in our nation's Parliament, Steve was fearless in his commitment to a fairer, more decent Australia," Mr Andrews said.
"Through his work on a number of Senate inquiries, Steve pursued landmark change on poverty and long overdue recognition of Australia's child migrants."
