Australians will have access to new medical devices more quickly and households will not have to renew their phone number on the national Do Not Call register under changes planned by the federal government.

The changes are two of dozens that will be introduced as the Coalition prepares a second tranche of red tape "repeal day" bills on Wednesday.
The first tranche of measures, passed in March, cut an estimated $700 million in red tape and regulations, and at least another $300 million will be cut in the second wave of deregulation.
Liberal MP Josh Frydenberg, who is Prime Minister Tony Abbott's parliamentary secretary, told Fairfax Media the Coalition had inherited an additional 21,000 regulations from the Rudd and Gillard governments and was determined to "steer a better course".
Mr Frydenberg highlighted the changes to the Do Not Call register and to the approval of medical devices as two practical examples of what the red tape repeal would mean for households and business.
At present, people on the register have to renew their membership every eight years. Making membership indefinite would realise a $6.9 million saving in compliance costs.
In the case of medical devices, Mr Frydenberg pointed to an Australian subsidiary of a US-based manufacturer that had waited 31 months for the Therapeutic Goods Administration to approve its device for use. By the time it was approved in September 2013, it was no longer manufactured.
In contrast, the same device had been approved by Health Canada in five months and for a quarter of the cost.
Mr Frydenberg said the repeal of excess regulation - which dovetailed with the the plan to accept products, systems and devices that had been approved by overseas under a trusted international standard announced last week as part of the government's competitiveness agenda - would help stop a repeat in Australia.
"We are cutting red tape across the board," he said.
"It is not about reducing protections or oversight. It is about more efficient administration, less duplication and a true understanding about the impact on businesses, individuals and not-for-profits of unnecessary compliance."
Before the election, the Coalition promised to annually cut about $1 billion worth of what it says are unnecessary and inefficient regulations that hamper businesses, households and community groups.
