That's the finding of an independent review into the culture of the party, commissioned by Labor after the ACT Greens came under fire for their handling of complaints of sexual assault.

The review, announced at last year's Labor conference, heard there were problems with "structural sexism" inside the party and that the "gender problems are bigger and deeper than you would ever expect".

ACT Labor secretary Matt Byrne, who released the full report to the Canberra Times, said the party was aware some members had witnessed bullying or harassment, but hadn't come forward with a complaint.

"[That] highlighted the need for us to examine our policies and procedures which we have done through this review," Mr Byrne said.

Based on in-depth interviews with 20 members, the review alluded to - but did not detail - allegations of bullying, sexual harassment and disrespectful behaviour within ACT Labor.

Interviewees spoke of an "adversarial" culture within the party, with overtones of sexism, racism and ageism.

Conflict could be "intense", they said, and could deteriorate and become personal.

Some people were seen to "hide behind the bullying label" and use it to discredit others or claim victimhood when they lost an argument.

Interviewees commented on the lack of action from bystanders when confronted by harassment and said the party's internal disputes tribunal was "too partial" and factional with limited options for redress.

Interviewees said the party was predominantly "male and white" and 2017 survey found six in 10 members were men.

Anecdotal evidence suggested there was a drop-off of women in the party at the child rearing and working stages of life, and women felt they were a "minority" group.

They said some elements of discrimination were too "nebulous" to refer to a tribunal, like the subtle undermining of women's contributions, the timing of branch meetings so mothers couldn't attend or the perception women would vote a certain way.

Interviewees believed because of this, women pulled back from active participation in the party, leaving men to take up influential positions unchallenged.

Men who supported women were described in explicit or derogatory language as "less than male" and there were reports of men standing over women during arguments, in an attempt to be physically intimidating.

The review highlighted "invisible" discrimination as well, where powerbrokers advanced the careers of those in their inner circle, while ignoring those on the outer irrespective of merit.

Younger party members reported feelings of disaffection and exclusion because of the factional nature of the party.

Interviewees said the senior ranks of ACT Labor were dominated by left faction members, while Young Labor was controlled by the right faction. This led to a "breeding ground" for conspiracy theories, the review said.

Despite this, most interviewees said they had "great faith" in what the party stood for and wanted this review to strengthen the party.

However many said the culture within the party needed to change

"Espoused values of any organisation are only truly part of its culture if they are demonstrated and expected in members' behaviours," the review said.

"ACT Labor's values and members' behaviours need to align with the intention to be a safe, supportive and inclusive organisation. Some members who participated in the interviews do not feel this is currently the case."

The review made 53 recommendations including overhauling the complaints processes, tribunal and code of conduct.

It said complainants needed access to independent support, like an Employee Assistance Program.

It recommended more closely monitoring the gender balance in the party and uniting women across factional lines through a leadership program and women's network.

It called for a mentoring program to be set up for Young Labor members to break down party silos, and for annual training to be provided on conflict resolution, negotiation and decision making skills to depersonalise policy debates.

Mr Byrne said the party would implement all 53 recommendations and had set up a committee to oversee it.

He said some would need to be taken to the annual conference in August but some, like the mentoring program, could be set up straight away.

"We pride ourselves as a progressive party that seeks to make our community one where everyone can live their lives free from harassment, discrimination and violence," Mr Byrne said.

"It's critical - if we are to be a modern and welcoming party - that we ensure our culture, policies and procedures reflect our values.

"There is zero tolerance for any behaviour that demeans, bullies or harasses members. We are fully committed to implementing these changes and I call on all of our members and supporters to be involved in making this happen."
