Nine months ago, almost to the day, Tony Abbott delivered one as Parliament returned from the summer holidays.
On Tuesday, Malcolm Turnbull gave a similar speech, just as Parliament prepares to break for Christmas.
On paper, the two speeches shared many sentiments.
Both noted that the government's most important job was to keep citizens safe.
Both talked about how terrorist threats had increased at home and around the world.
Both talked of the importance of multiculturalism in Australia.
And yet they were still two different speeches from two different prime ministers.
In February, it was a parliamentary sitting day, but Abbott chose to go to the AFP's national headquarters to make his remarks, flanked by a posse of flags.
Shortly after the Sydney siege and France's Charlie Hebdo shooting, he talked of "death cult" Daesh and the risk of lone wolf attacks.
On Tuesday, Turnbull instead, opted for the more routine surrounds of the House of Representatives. He was flanked by his frontbench (that oddly enough included disgraced former speaker Bronwyn Bishop, who appeared to give herself a temporary promotion).
In the wake of the Paris attacks, Turnbull spoke of the "hard questions" that terrorism poses and the fact that there are "no easy answers" in response.
He cautioned that grief and anger - while reasonable human responses - should not cloud the government's judgment.
"This is not a time for gestures of machismo.
"Calm, clinical, professional, effective - that's how we defeat this menace," Turnbull told the House.
In his speech, Turnbull said that while Australia already had soldiers, military advisers and FA-18s in the Middle East, an increased military response was not the answer.
Turnbull stressed that not only did the Iraqi government not want more troops but world leaders at all the important meetings he has just attended were not keen either.
He said a political solution was needed in Syria.
If all of this seemed a bit pointed, it's because it was.
For the past week, Turnbull has been bombarded with advice from some Coalition colleagues that Australia needs to step up its military efforts in the Middle East.
A good proportion of that advice has come from Turnbull's immediate predecessor, too.
For a man who promised he wouldn't snipe, Abbott - and his supporters - have unleashed a steady stream of opinions on things like the make up of Turnbull's national security committee and Australia's overseas war effort.
While Turnbull's speech was also full of discussion of Australia's rigorous screening of refugees and new terror threat system, his call for a non-machismo response ran through his comments like a steel rod.
His message wasn't just going out to the nation, but several metres away, to the member for Warringah.
Abbott might be sharing his views with gay abandon, but he is no longer doing it from the despatch box.
