Bold enough to outsource responsibility?

Just over a month ago, the opposition's finance spokesman, Andrew Robb, in an interview with the Financial Review's Laura Tingle, outlined the Coalition's approach to the administration of federalism. The policy is still at a preliminary stage and is short on detail. But it raises fundamental issues about Commonwealth-state relations and the extent of top-down federal oversight. It also prompts further questions: is the Coalition serious about redrawing the division of responsibilities between the Commonwealth and the states? Or will it be content to score easy political points while leaving the underlying structure unchanged?
