Compare Peter Varghese's sharp truths to the nonsensical campaign against FOI

In his recent farewell speech, the secretary of the Department of Foreign Affairs and Trade, Peter Varghese, said the public service "has struggled over the last decade" with "deep policy thinking". Ironically, Varghese's remarks are an excellent example of the kind of "deep thinking" he thinks is in decline.
