Conservatives' culture wars over public institutions are doomed to fail

George Brandis's position as Minister for the Arts allows him to indulge his favourite role as cultural warrior, combatting the supposedly entrenched forces of progressive elitism in public institutions. In last month's budget, he took on the Australia Council for the Arts, stripping $26 million per annum for four years from the council's budget to establish a rival funding body, the National Program for Excellence in the Arts, which will be under the minister's control.
