A report compiled at the end of an inquiry into the move said the Standing Committee on Public Works "did not identify any issues of concern with the proposal" and recommended the project be referred to the House of Representatives.

The Department of Defence last year proposed moving the centre, currently based in the three-year-old Ben Chifley Building with domestic spy agency ASIO, to an unoccupied building at the Brindabella Business Park near Canberra Airport.

The department's submission to the inquiry said the new premises would cater for a major expansion of the centre's workforce, from 260 to up to 700, flagged in a federal government strategy.

The Brindabella building would also include areas with different levels of security clearance requirements, the absence of which hampered collaboration with academics, businesses and in the highly classified Ben Chifley Building.

At a hearing into the move in February, Cyber Security assistant secretary Michael Scotton said about 100 centre employees from partner agencies such as the Australian Federal Police and the Computer Emergency Response Team did not have the clearance to work out of its current premises.

He said while the Australian Signals Directorate had traditionally operated in a high-security environment, the changing nature of cyber security needs allowed for a broader range of security levels.

"A lot of the work we do in that space does not require that; we are not working at a highest level of classification," he said.

"We are working with internet connected systems; the data they contain are not necessarily top secret.We also perform a range of other services, like the development of policy, the certification of cloud services, evaluating security products.

"Most of those activities do not require that level of classification."

Mr Scotton said the department had looked at Britain's National Cyber Security Centre, which was moved to primarily unclassified office last year.

"They are still very much in the early days," he said.

"We stay in touch, but at the moment it is probably too early to draw any conclusions from that."

The first staff could move into the building as early as June, with fitouts estimated to end between December and the start of 2018.

The move was expected to cost about $38.8 million, including construction, relocation and contingencies.

"The committee is of the view that this project signifies value for money for the Commonwealth and constitutes a project which is fit for purpose," the endorsement statement said.

The space in the Ben Chifley Building left behind in the relocation was expected to be filled by ASIO in a future expansion.
