Bikes and bus passes for PS

Canberra public servants could soon have a bike and bus pass included in their salary package under a new plan the ACT Government has given approval for in principle.

The Government has agreed to a recommendation from the Legislative Assembly's public accounts committee after an inquiry into the territory's annual and financial reports for 2007-08.

The committee recommended ''that the Commissioner for Public Administration explores the feasibility of the inclusion of more environmentally friendly transport items, such as bicycles and bus tickets, as approved salary packaging menu tickets for ACT Public Service employees''.

In its formal response published this month to the committee's recommendations, the ACT Government agreed to this proposal provided the Australian Taxation Office approved it.

The ACT Greens have welcomed the Government's support for the proposal, which they believed was an important step towards ''greening'' the public service.

''It's a good innovative look at how we can provide incentives for people to maybe make that choice or change the way their mode of transport,'' Greens leader Meredith Hunter said yesterday.

''It does provide that incentive because the proposal is that bikes and bus tickets would be part of the salary packaging and would be tax-deductible.''

ACT Ride To Work Day organiser Leon Arundell, from cycling lobby group Pedal Power ACT, welcomed the proposal, and urged all employers to consider similar schemes.

''That would be a very good thing because there are so many different benefits from riding to work instead of driving a car,'' he said.

''I think it's something every employer should be looking at because of the health benefits to workers.''

Ms Hunter said she hoped the proposed new salary package options would be extended to more employees as bicycles and bus passes would cost less.

''Because it is cheaper it should be available to more than the executive or those who are in upper management positions,'' Ms Hunter said.

ACT Environment Minister Simon Corbell said in a statement last night that the proposal would have environmental benefits.

''The ACT Government is committed to reducing greenhouse gas emissions in our city, and this is one possible way of getting people out of cars and onto more environmentally friendly transport options.''

So if it's good enough for their staff, why don't we see any ACT MLAs riding or catching the bus? Their answer - it's not convenient for them, i.e. they are too important to waste their time. Well, strangely enough a lot of people value their time, and make their own decisions about transport. 99% of the benefit of this scheme will go to people who already ride or catch the bus.

Fantastic Idea, let's hope that it gets approved, it's better for the environment, better for my waistline and cheaper than running a car to work five days a week. I would love to sign up now!

It's not just greening the public service, it's also reducing road congestion, and absenteeism through illness (a side effect of exercise is a healthier, less stressed and more productive workforce). However, I hope if they go ahead and offer bicycles to staff in their package, the ACT Government factors in the need to upgrade all their showers and change rooms to cater for the increased numbers using them.

A sensible policy that the ACT government should be congratulated on. Let's have more of this kind of innovative thinking that redresses the automatic bias towards private motoring that is so prevelant in the way our society is structured.

Why not extend it to Commonwealth Public Servants working in the ACT?

So what's stopping all these public servants riding bikes or catching buses now and what's the big incentive in this proposal that will make them change their behaviour? Given bikes and public transport are used by people who can't afford to run a car, it would be ridiculous to suggest car driving public servants don't currently use these forms of transport because of financial constraints. Seems to me, if they're that keen to ride a bike or catch a bus, they'd just get off their butts and do it.

I live in Latham and work in Tuggeranong and travel 76km per day. I have single parent responsibilities to two young teenagers in a blended family of six. I am a member of an on call volunteer emergency organisation based in Gungahlin. I cannot afford to run a lease car. To use buses to coordinate all these responsibilites is a ridiculous proposition. To travel on buses to work even by the shortest route would take 2 hours out of my day instead of one hour by car. There are a great many Canberra workers with these and similair responsibilites for whom bus and bike travel is not remotely possible. The ACT is one big BIG work place. Buses and 76 km bike rides - not interested and not feasible.

All the bigwigs get their own parking spot anyway and don't have to cough up $$$ to drive.

Good idea. Hopefully the wise people in the Roads and Traffic Authority will allow assisted cycling (i.e. a small motor to assist with hills and to make longer distances more feasible) as well. I live a fair way out, but could do that a couple of days a week. Showers are good, but buildings will be catching up with that in due course by providing better tenant facilities. This is sensible policy, and making it part of salary packaging would assist many public servants to make a transition. In Canberra, the benefits could be enormous.
