The ACT Government will start community consultation next year about the future of the Old Bus Depot building in Kingston, maintaining that no decisions have yet been made about the landmark.
A legal wrangle to determine if the building should be heritage listed is also under way.
The Heritage Council has twice refused to list the Old Bus Depot building on the Heritage Register.
The local chapter of the Australian Institute of Architects wants to appeal against that decision in the ACT Civil and Administrative Tribunal, but the ACT Government Solicitor maintains it does not have a case. The tribunal is due to decide on Friday if the appeal can proceed.
The Canberra Times revealed in August that the Land Development Agency proposed to demolish the Old Bus Depot building, sell the site for development and construct a new home for the popular Sunday markets in the same precinct, but closer to Lake Burley Griffin.
