Net no help to speeding motorist

A Canberra man who turned to the internet for tips on how to avoid a speeding fine was fined by a court yesterday - for speeding.

Mark Kent admitted in court yesterday that he had paid $67 for an ''electronic booklet'' that he downloaded from a website that promised to point out loopholes in speeding laws in all Australian jurisdictions.

But the ''extraordinary claims'' that Kent picked up from the internet left Magistrate Maria Doogan unmoved yesterday.

When the Conder man was clocked by a speed camera in April 20, driving on Tuggeranong Parkway at 112kmh in a 100kmh zone, he tried using the website's advice.

In response to the infringement notice, Kent wrote a three-page letter to the territory's Chief Police Officer demanding a sworn affidavit that that the speed camera conformed to the ''National Measuring Act''.

The letter then asked for certification that the law under which the notice was issued, the Road Transport (General) Act, was an actually valid Australian Capital Territory Act.

The letter then alleged paying a fine would put Kent in breach of the Currency Act 1965.

The AFP rejected Kent's claims and those set out in a second letter.

Under questioning from prosecutors, Kent admitted his letters were based on material he had sourced from the internet.

''It is a form letter from an organisation that helps us pursue our legal rights,'' he told the court.

But Ms Doogan was unimpressed with the advice Kent had received, noting the letter made extraordinary claims and that ''three-quarters of it are irrelevant''.

Ms Doogan fined Kent $143 plus court costs.
