Transport plan fails to address car park problems

The ACT Government's keenly anticipated integrated-transport strategy is about to be published without a parking solution for the Parliamentary Triangle or Russell.

Recent federal and ACT inquiries have recommended pay parking in the two areas, which together have about 10,000 car park spaces.

At $7 a day, the parking would generate at least $17 million a year in revenue.

The ACT's State of the Environment Report found 81 per cent of Canberrans used cars to commute and only 7.9 per cent used public transport.

Environment Commissioner Maxine Cooper said introducing pay parking in the Parliamentary Triangle could form part of an ACT-wide parking strategy, which an ACT Legislative Assembly committee inquiry recommended.

The inquiry's chairman, Mick Gentleman, said pay parking should be encouraged in Barton, Forrest and Yarralumla as well.

Dr Cooper said, "It is beholden on us as the nation's capital to set the example.

"We here in Canberra have a lot of policies, our national environmental policies, so therefore if we are driving agendas for change, including greenhouse policies, let's do it locally. Let's walk the talk."

ACT Property Council executive director Catherine Carter said people were parking in the parliamentary triangle, Barton and Russell at no cost and walking into Civic, where a worsening shortage was evident in unsightly new parking on Lake Burley Griffin's shore.

ACT Transport Minister John Hargreaves said the imminent release of an integrated transport framework was linked to a separate parking strategy, but it did not include recommendations for the parliamentary triangle and Russell, which were owned by the Commonwealth.

It was up to the National Capital Authority to introduce it, or release land for private enterprise to develop multi-level paid car parking.

Mr Hargreaves said former Territories Minister Jim Lloyd's claim last year that paid parking in the parliamentary triangle would be introduced when the ACTION bus network was capable of handling demand was "scandalous claptrap".

ACTION had always responded well to demand and had introduced new services in the Parliamentary Triangle and Russell.

ACT Senator Kate Lundy said the Commonwealth could not resolve the paid parking issue until more research, including impacts on public servants, was completed.

A recent parliamentary inquiry headed by Senator Lundy into the NCA recommended a joint Commonwealth-ACT task force to provide a forum to develop an integrated transport strategy.

"My personal view is there is quite a desperate need for both governments to get together and work out an integrated strategy," Senator Lundy said.

"Agencies need a better plan for their parking instead of driving onto any spare paddock in Barton and parking."

It is ridicuous trying to park anywhere near the tourist attractions in the triangle. Public servants fill all the spaces for free and move their vehicles every three hours if necessary. Bring on pay parking ASAP.

If they considered the parking in civic more reasonably instead of building on it all, the Parlimentary Triangle and the Lake foreshore would have less pressure.

Let’s face facts. Car parks = $$$ and at the end of the day that’s what the Government (Labour or Lib) want. Does not matter about suitable public transport, free parking for low income earners & appropriate planning....lets just screw another 7 million a year out of the pockets of you and me. Do you really think these pollies with their G'ment chauffeured cars really give a hoot? Plueeeeese....all they care about the figures they need to make so they can retain their job and beefy salary. I must admit I did like the part about "It is beholden on us as the nation's capital to set the example.” Are you joking you twat? Don't you think we are already being "blessed" by high rent, poor public transport, inflated food costs and other expenses that are unrealistically high in Canberra compared to other States and Territories? Stop putting a price on everything you vultures.

Light Rail + buses, not more car parks. That's all I am going to say.

I support Pretty cranky as my ACT Govt representative!!! Sorry Barney but as I have to get from Macgregor to Yarralumla each morning I can't see that light rail will work any better for me than buses that take at least 2 hours each way.

I'm with Pretty Cranky. Look at what happens - first lets get rid of half the available parking so the govt can earn more money thru building approvals, taxes, etc. Then put in pay parking. Squeeze the public so they have to pay hundreds every year. Then lets have masses of oversize buses that are not enough during peak hour, but run around mostly empty out of peak hour. Oh and if a service is good lets change it. I can't get from home to work for when I start work. Could get home but it would take 2 buses and more than an hour. Great. Light rail - "tell him he's dreaming".

I don't know what public transport plan they are talking about. For years they have been cutting back and then cutting back some more on services. Aside from the cost of public transport if you were given the choice of 20 minutes by car or 1.5 hours or so by bus including having to walk and stand in the cold/rain/heat which would you pick??? I live at Conder and aside from having to do a full tour through Gordon to get to Lanyon there is no bus to get me a further 1km up a very steep hill to my home (up the top end of Charterisville). I am 50 yo with arthritis and simply have no choice.

I chose where I lived based on public transport access - maybe others should consider the same instead of thinking that a mansion in the suburbs is their God-given right.
