Stalemate: Govt extends time for Senate

The Senate will resume debating the emissions trading scheme on Monday morning after the Government agreed to extend its deadline to pass the legislation.

Junior Climate Change Minister Greg Combet had indicated yesterday the Government would pull concessions, in the form of amendments to the proposed scheme, at 3.45pm, saying ''this is a deal for this week''.

Under siege, Opposition Leader Malcolm Turnbull had promised his senators would vote for the scheme by that time. However, Coalition senators effectively defied him and had debated only 34 of the 295 amendments by the 3.45pm cut off, when the Upper House rose for the weekend.

The delays prompted angry accusations from Government Senate Leader Chris Evans that the Coalition was filibustering purposely dragging out debate so the legislation could not be put to a vote and Climate Change Minister Penny Wong accused the Liberals of a ''weasel act'' in reneging on a deal.

Deputy Prime Minister Julia Gillard said last night it was ''deeply, deeply disappointing'' the Liberals had not honoured their agreement, but the Government would not withdraw its concessions yet. Parliament would resume at 10am Monday to keep debating the Bills.

''Now the time has come for the Liberal Party to live up to its responsibilities to the nation and under this agreement. The Government remains committed to securing passage of the Carbon Pollution Reduction Scheme,'' she said.

''The Senate will sit on Monday and we expect the Liberal Party at that time to honour the agreement and pass the scheme ... if they fail to honour the agreement, then that will tell you that they have been conquered by the sceptics and deniers in their ranks.''

However, the Government cannot force the Senate to end the debate because it does not have the numbers to force a vote.
