Stuart Ayres, the new Minister assisting Premier Barry O'Farrell on western Sydney, says a second Sydney airport is not viable without federal government investment.

Mr Ayres, who has been promoted to the ministry within four years of being elected, said the discussion about a second Sydney airport at Badgerys Creek was ''one for the federal government''.

''My clear message to them would be, if you are not prepared to invest in the infrastructure, quite simply, the airport will not work,'' he said. Mr Ayres, who is also the new Minister for Fair Trading, said his first priority was ensuring western Sydney had a strong voice in cabinet.

Former minister for fair trading Anthony Roberts was also sworn in on Monday as Resources and Energy Minister after the resignation of Chris Hartcher last week when Independent Commission Against Corruption investigators raided his electorate office. Mr Roberts said he was ''unashamedly a reformer'' and intended to drive down energy prices for consumers.
