A self-proclaimed serial pest who allegedly stormed into a hearing at the Independent Commission Against Corruption has applied to have his charges dealt with under mental health legislation.
Peter Hore, 54, who allegedly stormed into the hearing room on April 4 and allegedly assaulted a police officer while shouting "I'm Peter Hore, serial pest", has also gatecrashed the funerals of former INXS frontman Michael Hutchence and racehorse trainer T.J. Smith, invaded the NSW and South Australian parliaments, and stormed Flemington racetrack during the Melbourne Cup and the pitch of a Socceroos World Cup qualifier against Iran.
He also once charged Sarah Murdoch on stage during a lingerie launch at Brisbane.
On Monday, he asked for an adjournment in the Downing Centre Local Court so he could make a Section 32 application to have his matter diverted from the criminal court system due to mental health and intellectual disabilities.
He is charged with behaving in an offensive manner in or near a public place and assaulting a law enforcement officer, inflicting actual bodily harm.
Court documents allege that he assaulted Special Constable Kevin Doyle, who had restrained Mr Hore and dragged him away. The security officer suffered "swelling, redness, bruising, laceration, pain and dizziness", court documents state.
The incident came on a dramatic day of the inquiry into dealings involving Australian Water Holdings.
Office manager Josephine Powell was being questioned by counsel for former AWH chief executive Nick Di Girolamo when Mr Hore allegedly burst into the room.
He allegedly charged to the front of the room and lunged at the witness, screaming about the "second coming" and about his "brother" who had been murdered in Newcastle a week earlier.
Commissioner Megan Latham said some ICAC staff were "traumatised" after the incident and the inquiry took an adjournment of half an hour.
Last month, a man with whom Mr Hore shared a house in Newcastle was found dead in a local park.
His arms and legs had been trussed up and the lower half of his body was naked.
