Police received a complaint about the 26-year-old school teacher on Friday, prompting an investigation that culminated in two charges on Saturday.
The male teacher is alleged to have helped produce or disseminate child-abuse material.
He has also been charged with an act of indecency, allegedly committed during conversations he had with the two teenage girls.
Police say the teacher handed himself into police on Saturday, and was arrested and charged.
He is expected to face Goulburn Local Court on Wednesday.
He was released on bail, subject to a number of conditions, and was also served with an apprehended violence order.
