But ahead of his arrival in Libya this afternoon, Senator Carr said he only had ''modest expectations'' for his mission.

''Low expectations of anything happening soon but important to try,'' he Tweeted.

Ms Taylor - a lawyer with the International Criminal Court - has been detained with three ICC colleagues since June 7.

Last week, Ms Taylor and her colleagues were placed in "preventive detention" for 45 days as Libya investigates alleged threats to its national security

Australia's ambassador-designate to Libya, David Ritchie, met with Ms Taylor for 90 minutes last week, part of a meeting that included an ICC delegation and ambassadors representing the three other ICC officials detained with her.

Mr Ritchie reported that Ms Taylor was in reasonable spirits, although Senator Carr cautioned at the time that there was no evidence of Libyan interest in an early release.

Today, Senator Carr said that the Libyan Foreign Minister had advised that Ms Taylor was facing an ''investigative process''.

"I am cautious about commenting on the specifics of the allegations, and have modest expectations from the talks today,'' Senator Carr said in a statement.

"But we will press the case that Ms Taylor is in Libya under the mandate of the ICC and United Nations Security Council, and this mandate provides a legal immunity.''

Ms Taylor is accused of exchanging papers with Muammar Gaddafi's son Saif al-Islam Gaddafi, whom she is representing. The papers allegedly included a coded message from his former right-hand man in the days of his father's regime, Mohammed Ismail.

The Foreign Minister is in the region for a meeting of the Non-Proliferation and Disarmament Initiative in Istanbul and for one day meetings in Algeria and Morocco.
