Labor candidate Peter Freeleagus has accepted the seat has gone to the Liberal National Party's Michelle Landry.
Mr Freeleagus said despite leading the count since Saturday, postal votes had been flowing to the LNP.
He said he has been told he could have waited another day but he decided he did not have enough votes up his sleeve.
Ms Landry was so confident of winning she flew to Canberra to join Tony Abbott’s new government on Thursday night.
Retiring MP Kirsten Livermore had held Capricornia for Labor since 1998.
