Residents in the south-eastern suburb are protesting a development submitted in December last year for 25 townhouses on Eric Road, next to a childcare centre, and are upset the ban was not introduced earlier.

In a recent council meeting, councillors agreed to submit a letter to State Development Minister Cameron Dick requesting he approve a temporary local planning instrument that would ban the development of townhouses and apartment blocks in low density-zoned residential suburbs.

The ban would last for two years, if approved.

A council spokeswoman said the council had written to the minister on February 7, after the meeting, and had received a response for further information.

"Council received a letter from the state on 13 February which said the assessment timeframe was paused as they required additional information," she said.

"Council will respond to the letter from the state this week."

It followed attempts by the council to have a permanent ban approved by the state government in September, which was also delayed in January in similar circumstances, as the state government requested further information about how Brisbane would meet its dwelling targets.

That delay prompted the direct appeal to Mr Dick.

Labor councillors questioned why the council was rushing through the ban in February after they had raised a motion in October proposing the same ban, which was voted down by the Liberal councillors.

A townhouse development application in Holland Park, meanwhile, has sparked concern from residents in the low density residential neighbourhood that it is an example of the very thing Brisbane City Council is trying to avoid.

The development, submitted by AAD Design on behalf of YQ Property Pty Ltd, covers lots 25, 27, 31 and 35 on Eric Road, all of which currently have single-storey homes.

Public consultation for the development began on Thursday and continues until March 8.

The development application was submitted in December, so would not be subject to the temporary local planning instrument if it is approved by the State Development Minister.

Holland Park resident Amy Fraser is concerned about the appropriateness of the multi-lot Eric Road development, saying she and other residents were concerned about the safety of pedestrians and drivers on the street if the large development was approved.

“The reason we are fighting this development is not because we oppose development per se, but we oppose development that doesn’t take into account the neighbourhood and community in which it is built,” she said.

“In our case we are a very small street, already with a small childcare centre (so very hectic during peak hours), and down to single-lane most times of the day due to parking on either sides of the street.”

Ms Fraser said at times cars had to reverse out onto the larger Nursery Road to unblock the narrow street as residents and parents drove through, which could cause safety issues for children being taken to the centre.

A nearby mosque also added to parking challenges on the street.

With 25 planned townhouses, each with four bedrooms, the development also included outdoor spaces and 49 garage car parking spaces, 12 driveway parking and four visitor parking spaces.

Two of the planned townhouses became three storeys due to a laundry beneath, with the council requesting the plans for those two be amended.

Plans submitted to council say the development is appropriate for the South East Queensland Regional Plan and is compliant with the Holland Park Neighbourhood Pan.

Ms Fraser said residents in the area did not agree with that assessment.

But in public submissions made on the development, residents on Eric Road claim the development would see mature Eucalyptus microcorys koala feed trees removed.

A letter from the council to AAD Design in February requested an ecological assessment that would include detailing the trees planned to be removed during the development.

An assessment of significant vegetation was also required including any trees that provided food or shelter to animals.

The applicants said in response the council's planned changes to the Biodiversity overlay would see the properties in question removed from biodiversity zoning, so they considered "minimal" attention should be paid to the biodiversity code.
