Raiders chief executive Don Furner agrees with the scrapping of the NRL's controversial round 13 rule, but wants to see the impact of the 10-day cooling-off period.

In the wake of the Daly Cherry-Evans fiasco, the NRL announced on Tuesday that players will have 10 business days to change their mind before a contract is registered.
The proposed rule needs the approval of the Rugby League Players Association and will be an interim measure pending the NRL's "Whole of Game" review.
Clubs are unable to announce player signings until the cooling-off period has expired and can only sign players from rival clubs in the final year of their contract.
However, they can re-sign existing players at any time.
Furner said it was too early to tell if the proposed rule would be a success, but that it was a step in the right direction.
"Like every rule change, it's how it plays out when it happens," Furner said.
"It certainly appears to be better than the last one because it's such a long time for lots of things to happen.
"It's in line with how you buy a property and you have a chance to change your mind, but not an open-ended chance that lasts months and months and months."
The Raiders have been on both sides of the round 13 rule in recent years.
They used it to their advantage in 2013 to re-sign Josh Papalii after he had put pen to paper with Parramatta.
But the Raiders also lost star recruit James Tedesco after he backflipped on his agreement to re-sign with the Wests Tigers last year.
Frustration about the rule has gained momentum with the public dealings involving the future of Cherry-Evans being played out in the media.
Furner says that could still be a problem despite clubs not being able to announce signing rival players until the cooling-off period has expired.
"It's all about the speculation," Furner said.
"It doesn't matter what date you pick, there will always be speculation because secrets get out.
"Someone's partner, or a real estate agent where they are looking for a new place, talks.
"You'll still have that rampant speculation up to the date that such and such hasn't re-signed for a club.
"That's going to continue, that's the soap opera that surrounds the game, so we'll see."
The NRL's head of football Todd Greenberg said the round 13 rule had created uncertainty for a long time after a contract was signed.
"I think everyone agrees it is unseemly to have months of speculation about whether a player is going to a rival club," Greenberg said.
"Our view is a 10-day cooling-off period is an acceptable solution for all involved."
