As reported by Fairfax Media last week, White will replace Bulldogs-bound Dean Pay as Ricky Stuart's assistant for the next two NRL seasons.

White ended his playing days just three years ago and stepped into a coaching role with Canberra's under-20s team.

Now he has the task of helping Stuart turn around the Raiders after their failed to fire this year and missed the finals.

The club's on-field form dented the World Cup aspirations of individuals, with Australian coach Mal Meninga omitting Josh Papalii from the Kangaroos squad on Tuesday.

It leaves the Raiders with no players in Australia's World Cup squad for the first time since the Super League war in 1995.

But White, who played for Melbourne, Canberra, NSW and Australia, is confident the Raiders can be a force next season.

"I think next year we'll have some freshness," White said.

"It was a disappointing season this year, but the sense of hunger in the entire football club is amazing.

"It's not a case of thinking we have to change a while lot. It's just little tweaks here and there ... there is the drive there to fulfil the potential.

"I've watched this club grow under Ricky and his passion for the Raiders. He's built a wonderful culture and one thing I know is that's a massive foundation."

Pay will move to the Bulldogs to replace Des Hasler and is set to take Steve Antonelli, the coach of Canberra's NSW Cup feeder team, with him.

The post-season player and coach market is heating up, with Sam Williams expected to return to the capital but Clay Priest and Lachlan Croker considering a move to Sydney.

The Raiders will have the bulk of their squad available for the start of pre-season training given they will have no players on Australian duties at the World Cup.

Papalii was considered Canberra's biggest hope of snaring a Kangaroos jersey, but the Green Machine will have no one in the Australian World Cup squad for the first time in 22 years.

The Raiders have had at least one player in Australia's World Cup squad at tournaments in 2000, 2005, 2008 and 2013.

Meninga promoted seven Melbourne Storm premiership winners, but left out Papalii, Shannon Boyd and Junior Paulo.

The last time there were no Raiders players involved in the tournament was when Laurie Daley and Ricky Stuart were left out of the squad in 1995 because they were aligned to Super League.

Papalii, 25, withdrew from a Prime Minister's XIII selection battle two weeks after his grandfather died before the game in Papua New Guinea.

"Josh is nowhere near where he needs to be from a fitness point of view, he went through some traumatic family circumstances that affected him. He wasn't even considered, really," Meninga said.

However, the Raiders will be represented at the tournament by English duo Josh Hodgson and Elliott Whitehead, New Zealand's Jordan Rapana and Kurt Baptiste and Kato Ottio could play for Papua New Guinea.

Former Raiders skipper Terry Campese has been picked in Italy's squad alongside Paul Vaughan.

White is keen to start his coaching journey after retiring at the end of 2014 and said it was Stuart who planted the seed for stepping into a new role.

"I still feel I have an understanding of the younger guys so I can relate to the way they think," White said.

"I spent a long time in the leadership group at Melbourne and that almost gives you a coaching role. But I never really thought about the transition until I spoke to Ricky when I was finishing.

"Ricky put the idea in my head and encouraged me. Now I'm looking forward to it."
