Three consecutive wins to finish the season did not gloss over a miserable year for Raiders faithful, supporters rating the season just 2.5-out-of-10 in the inaugural Canberra Raiders Fans Survey conducted by The Canberra Times.

While impatient Raiders supporters are not convinced the club can turn around and become a finals contender next season, the majority are prepared to give Ricky Stuart time to rebuild. But most have called an end to captain Terry Campese's NRL career at the club.

While centre Jarrod Croker was celebrated for his exceptional individual season, fans admitted poor team performance was the biggest factor in record-low crowds at Canberra Stadium. And of all the players they've lost in recent seasons, 20-year-old Anthony Milford is the one they'd like to see return.

More than 2500 fans completed the survey in the wake of Canberra's season, where the Raiders finished second-last with eight wins.

Asked to rate the Raiders' season out of 10, the most popular score was two (34.4 per cent), the average only marginally better at 2.5.

While Canberra raised optimism by finishing with three conseuctive wins, there's no anticipation results will improve quickly in 2015. More than 70 per cent of fans think the Raiders will miss the finals again next season, for a third consecutive year, while the majority (50.8 per cent) believe it will take two to three years to push up as a top-four contender.

Raiders coach Ricky Stuart continues to polarise the opinion of fans, with extreme views for and against his coaching. But the former premiership-winning Raiders player got a vote of confidence from the bulk of Canberra's faithful, with 62 per cent saying he's the right man to revive the club.

The footnote to that result is that only 5.5 per cent believe Stuart can rebuild quickly. Most (56.5 per cent) felt Stuart deserved time to put his influence on a squad he inherited from coach David Furner this season.

Stuart has outlined an aggressive recruitment campaign to bring marquee players to Canberra and rebuild the Raiders as a premiership force. But player recruitment and retention is the biggest concern of Raiders fans.

Wests Tigers fullback James Tedesco reneged on a three-year deal at Canberra this year, while the club also missed out on key targets such as Kevin Proctor, Josh Mansour and Michael Ennis.

The recruitment of players to Canberra was deemed the club's biggest problem (35.9 per cent), but fans are also worried about retaining juniors (22.4 per cent). While the Raiders have threatened to cut junior investment, more than three-quarters of fans felt the club needed to maintain its development pathways. A whopping 94 per cent were adamant there should be NRL concessions for junior development.

The club's board and administration were also in the firing line of frustrated fans. While 12.7 per cent said administration was the biggest issue at the Raiders, that same amount voted 'other' which allowed them to comment and vent frustration. The majority of critcism was aimed at the lack of transparency from administration.

The average crowd at Canberra Stadium for home games this season was 9608, only the third time it has dropped below 10,000 since the club moved from Seiffert Oval after 1989. It is the worst turnout since 2001, when the Raiders averaged 9575.

Interestingly, more people said they'd prefer watch a game live at the stadium (50.5 per cent) than in the comfort of their own lounge-rooms on television (38.8 per cent).

So what is keeping them away?

The performance of the team was the biggest factor that stopped fans attending (25.4 per cent), but it's far more complex than that. Scheduling (11.4 per cent), cost (10.3 per cent) and weather (10.3 per cent) were also deterrents.

A lot of polls came from interstate fans, who cited location a big issue, but two-thirds of supporters did not want the club to explore taking home matches outside of Canberra.

Raiders fans are crying out for more traditional day games too. More than three-quarters (75.7 per cent) said they'd prefer to attend day matches than night games, with Sunday afternoon (41.4 per cent) the preferred timeslot before Saturday afternoon (34.3 per cent).

Fans would attend more games if Canberra had an indoor stadium (61 per cent), but it was not a result that represents an overwhelming endorsement of the ACT government's concept for a new indoor stadium in the city.

Terry Campese has bled green over his 10-year NRL career at the Raiders and has vowed to fight on next year, despite being dropped to NSW Cup. If he does remain at the club, indications are he'll start in reserve grade again.

More than three-quarters of respondents (77.7 per cent) believe Campo cannot bounce back and play NRL with the Raiders.

It potentially opens places for the captaincy and Canberra's biggest trouble-spot, the halves.

Already awarded the Mal Meninga Medal by his teammates as best Canberra's player this year, Jarrod Croker also got the vote of the fans (54.7 per cent), far clear of the next best Anthony Milford 17.3 per cent).

More than half of the fans also backed Croker as their preferred candidate to take over the captaincy next season. Having just turned 24 and with 140 NRL games under his belt, Croker polled 50.3 per cent of votes for the captaincy ahead of Shaun Fensom (27.6 per cent).

The halves is the biggest trouble-spot for the Raiders in 2015, according to 63 per cent of fans. Backline utility Jack Wighton and rookie halfback Mitch Cornish are considered the two brightest prospects at the club and loom as a potential halves combination in 2015, but fans are against the experiment of returning Wighton to the halves.

Most (56.3 per cent) believe Wighton has finally found his spot at fullback.

No sooner had Anthony Milford left for the Brisbane Broncos this week, Raiders fans wanted him back.

Of all the talented players the Raiders have lost in recent seasons, Milford is the player fans would most welcome back (48.4 per cent).

While the Raiders have struggled to replace sacked State of Origin duo Josh Dugan and Blake Ferguson, there was resounding support for club's decision to cut them loose. An overwhelming 88.7 per cent agreed with Canberra decision to sack Dugan and Ferguson last season for discipline issues.
