Representative prop David Shillington makes his first appearance for the season from the bench after recovering from a rib injury, while Matt McIlwrick has also been added to the 17-man squad as a second-rower.
Jarrod Kennedy moves from the bench to the second row, while front-rower Paul Vaughan will start at lock.
Josh Papalii will miss between four to six weeks with an ankle injury sustained in last Sunday's 26-20 win against the Newcastle Knights at Hunter Stadium.

McIlwrick has played predominately at hooker in his 12 games for the Raiders, but has impressed at feeder club Mounties in the NSW Cup as a back-rower.
Prop Tom Learoyd-Lahrs is sidelined for at least another week with an ankle complaint.
The Titans also have injury concerns, with five-eighth Aidan Sezer (quad) and hooker Beau Falloon (knee) both in doubt.
Centre Maurice Blair has been dumped in the wake of his side's 42-12 thumping at the hands of the Wests Tigers last Sunday, with Brad Takairangi coming into the team.
