McIntyre is adamant the duo can have the same pulling power as club great Mal Meninga when he joined the Raiders in 1986, backing Ricky Stuart to lead an NRL revival in Canberra.

McIntyre will be inducted into the ACT Sport Hall of Fame on Monday, joining father Les as a father-son duo among the list of Canberra's sporting elite.

McIntyre gave more than 30 years of service to the Raiders as chairman, on the finance committee and chief executive before he stepped down in 2013.

He still rates the 1989 grand final triumph as the greatest of all time and is confident the Raiders are on the verge of recapturing their glory years with Stuart in charge.

The Raiders re-signed Wighton and Papalii last week, with hooker Josh Hodgson expected to commit when he returns to training in the coming weeks.

McIntyre helped recruit Meninga in 1986, paving the way for fellow Queenslanders to follow him to Canberra and building a three-premiership dynasty between 1989 and 1994.

The Raiders have struggled to attract big-name players in recent years, but Stuart is building a core group to take the team into the future.

"The Raiders have a really good feel about it now ... Ricky is getting the passion back into the place," McIntyre said.

"Wighton and Papalii re-signing is huge. The main reason it's been difficult to attract players is because of names.

"Back in my day we got a guy like Mal Meninga, he was the player everyone wanted to play alongside. That's very hard to find at the moment. Perhaps Jack Wighton could develop into one of those.

"Then there's Josh Papalii and Blake Austin ... so many promising young fellas in there that there's a great feel about it."

McIntyre is one of nine athletes and officials being inducted to the Hall of Fame at Manuka Oval.

Basketballer Sue Geh, AFL premiership-winner Craig Bolton, lawn bowler Adam Jeffrey, Paralympian Lisa Llorens and multi para-sports star Michael Milton make up the athlete contingent.

McIntyre, Brumbies president Geoff Larkham, hockey administrator Graham Carter and para-athletics coach Chris Nonn will be inducted as associate members.

McIntyre's dad Les – the founding father of the Raiders and known as the "Godfather" of rugby league in Canberra – was inducted into the Hall of Fame in 1996.

The baton was passed to John McIntyre, who helped build the Raiders from their beginnings in Queanbeyan to a premiership force in the late 1980s and early '90s.

McIntyre is well known for his impact at the Raiders. But he says helping establish the Queanbeyan Gift handicap race and saving the Queanbeyan Whites rugby union team rate among his most satisfying moments.

"It's pretty humbling [to be in the Hall of Fame], my first reaction was to wonder with Les in there if there was any other father-sons in the Hall of Fame,"McIntyre said.

"I was there when they resurrected the Queanbeyan Gift 20 years ago and another thing was making sure the Queanbeyan Whites rugby club didn't go bust about 15 or 20 years ago."

But McIntyre says there's one highlight that stands above all – the Raiders' 1989 grand final win.

The Raiders beat the Balmain Tigers in extra time to clinch their first premiership and send the capital into a lime-green meltdown.

There was debate last month about whether the North Queensland Cowboys' thrilling win against the Brisbane Broncos in the NRL grand final was the greatest of all time.

McIntyre says the Raiders win still stands as No.1.

"Everyone has been saying this year's grand final was the best. But the '89 grand final is still the stand out, it wasn't won or lost by a tragic mistake as what happened with the Broncos," McIntyre said.

"It was decided by high-quality football and it will maintain that mantle until a similar event comes along."
