The Kangaroos coach has an embarrassment of custodian riches at his fingertips and will take several with him to Port Moresby next weekend for the annual Prime Minister's XIII fixture against Papua New Guinea, which will be used as a World Cup qualifier.

Newly crowned RLPA player of the year James Tedesco will wear the No.1 against the Kumuls and will be surrounded by a classy back line including Tom Trbojevic, Josh Dugan, Valentine Holmes and Dane Gagai who have all played fullback at club level this season.

Meninga's first two World Cup preferences at fullback – Darius Boyd and Billy Slater – won't be making the trip to PNG given Brisbane and Melbourne are still in the NRL finals.

They'll likely be two of the first picked in Meninga's squad, and the coach said he would consider more specialist fullbacks should they warrant selection.

"I always learned off Bob Fulton, just pick your best players and fit them in. I've got no doubt all those players can play any position along the back line really," Meninga said.

"It's a difficult one, we've got so many great fullbacks in the competition, to be honest.

"Tom Trbojevic is another good example. Most of our really good players, even Josh Dugan as an example, his best position is probably fullback as well, so we've got heaps of those types of players running around the competition.

"Val Holmes plays fullback for Cronulla, too. We'll find a place for some of them, we can't find a place for all of them, that's the unfortunate nature of the beast.

"We can only pick 24 players, out of that half of those will be backs and half will be forwards. It's a bit of a dilemma but they say it's a good dilemma."

Meninga's Prime Minister's XIII team travels to Cairns on Wednesday before flying to Port Moresby the following day where they'll spend three nights.

Their annual clash on the Saturday against the Kumuls, who will be severely weakened due to the Hunters playing in the Queensland Cup grand final the following day, will follow a historic clash between the Jillaroos and the PNG Orchids.

Canterbury-bound Aaron Woods will captain the side, and has warned his charges not to take it easy against the rugby league mad nation.

"It's one of the toughest games I've played," Woods said.

"We won by 50 [last year] but it felt like an Origin game, not the speed of it but the physicality it felt like I was playing an Origin game.

"They're built like granite, they're all little muscly men. They're about four foot four but they're all muscle on muscle, they're not the most skilful team but they're a very physical side."

Woods also paid tribute to his former Wests Tigers teammate Tedesco for upstaging the highly fancied Cameron Smith at the RLPA awards earlier this week.

"He's gone [from] strength to strength Teddy, he's a good player and a good bloke," Woods said.

"What he does behind the scenes to get himself right for games, his preparation is second to none. All the hard work is starting to pay off for him and he's getting selected in these sides, he's getting the rewards that he deserves now.

"It's been an honour to play with him, it's going to be hard to play against him next year but I've loved my time with James."
