Eels' bid to bend rules for Folau falls flat

REACTION to Parramatta's bold plan to circumvent the $5 million salary cap next season to accommodate Israel Folau was predictable but emphatic: the Eels' rivals would only welcome such a move if they were afforded the same concessions.

Some, too, felt that the proposal - to raise the Eels' payment ceiling by $400,000 for next year but lower their cap by the same figure the following year - might encourage NRL stars to look outside the code if a precedent is set that rules would be bent to allow a code-jumper back.

The Eels' plan appears doomed, with the NRL's interim chief executive, Shane Mattiske, maintaining on Monday that the administration would ''continue to work with the Eels in their efforts to contract [Folau] within the existing salary cap rules''.

The Eels' plan is not within those rules. Officials came up with the radical plan, having been unable to finalise Folau's re-entry to rugby league since his announcement that he would be quitting AFL club Greater Western Sydney.

With just $110,000 remaining under the 2013 cap, the Eels tried to shed centre Willie Tonga in a bid to free more money to fit Folau in by more conventional means. But with Tonga now almost certain to stay, and the salary cap auditor Ian Schubert refusing to budge over his $400,000 valuation of Folau, the officials have been forced to think outside the square.

''We have been open and transparent from the start,'' Eels boss Ken Edwards said. ''We haven't tried to keep anything [hidden].''

Still, that transparency will not sway rival clubs from their opposition to the plan.

Melbourne chief executive Ron Gauci maintained the ARL Commission would be opening up a ''can of worms'' by allowing such a move.

''Any club would like to be in a position to balance out the salary cap over a number of years,'' Gauci said. ''Once a precedent has been set, I don't know too many clubs that wouldn't take that up. We've operated in recent times off the edict that rules are rules, and they need to be followed.''

But Gauci also said such a precedent might deliver the message to anyone who was prepared to quit the sport that they would be given ''a free ticket back''. That was echoed by Canterbury chief executive Todd Greenberg, who said: ''We've got to be careful to protect our own product. We need to make sure we are well protected as a code, and we keep our best athletes inside the game.''

Other chief executives maintained that it would have to be ''one-in, all-in''.

''Whatever rules apply for one club need to be applied for all clubs,'' South Sydney boss Shane Richardson said.

North Queensland chief executive Peter Jourdain said: ''It's supposed to be a level playing field. That's why it works, so it's got to continue to be a level playing field.''

Mattiske said his administration was keen to ensure that Folau was not lost to another code - but only by working within the current guidelines. ''We're continuing to communicate with Parramatta about their on-going negotiations with Israel, and providing guidance on how best they can conduct them within the salary cap rules,'' he said.

''We're of course very interested in seeing Israel playing rugby league.''

That said, Schubert's refusal to lower his valuation of Folau has perplexed many at the Eels, and some outside the club. When Folau left the game at the end of 2010, as a Test and Origin star, he was not being paid $400,000 by the Broncos. Yet after two years out of the game, and more of an unknown than he was when he left, he has been valued alongside some of the star players in the game.
