A Canberra junior who played 83 of his 154 NRL games with the Raiders, Withers has played in the European Super League since 2009, with the Celtic Crusaders and Hull Kingston Rovers.
But the 32-year-old has returned to Canberra to be closer to family, Bulls coach Mick Slater excited the club had been able to sign the former Dragons and Wests Tigers utility.
''We've been quite lucky, he could have gone to any club in the group so it's great to have him on board,'' said Slater, who is likely to use Withers at halfback.
''He doesn't just offer us a name, he's someone to guide the younger players.
''I know how tough the comp is, one player is not going to change the whole team.
''We've still got a couple of players we're looking at, a couple of outside backs from Group 9 and a couple from overseas as well.''
Withers started and finished his nine-season NRL career at the Raiders.
Canberra had even contemplated making a short-term NRL offer to him to add depth at hooker this year, but the club instead opted to bank on the potential of 22-year-old Kurt Baptiste.
