Raiders legend Laurie Daley has urged Canberra to resist rushing Terry Campese back into the side, insisting the injured skipper is best served by starting the season in the NSW Cup.

Daley believes Campese, who is returning from consecutive knee reconstructions, should play a few games for the Mounties, Canberra's feeder club, to recover his fitness and confidence.

The NSW Origin coach backed young halves Sam Williams and Josh McCrone to steer the ship until Campese is ready to return.

''They've got some of the best young halves in the game, so there isn't the requirement to rush him [Campese] straight back into the team,'' Daley said.

''He may well be better served playing at a lower level first to get some confidence, and then come into the squad.

''He might see that as a step backwards, but I certainly wouldn't in terms of getting him ready to roll.''

Daley dismissed suggestions Campese could launch his first-grade return from the bench, saying it would not be in the best interests of Campese or the team.

''If you're going to use a replacement, you don't use them because you want to give someone a 15-20 minute hit-out - that's served better in other purposes, like playing NSW Cup,'' Daley said.

''For me, it's about playing football - and when he's ready, he's in the team. I don't see him as a guy who you play off the bench.''

Daley's views were endorsed by former Raiders centre Adam Mogg, who was thrust into the Raiders' halfback jersey through necessity a few seasons ago when injuries struck.

''I like the way Josh McCrone and Williams combined last year … I just think they may as well persist with them until Campo is 100 per cent right,'' Mogg said.

''No one likes to play reserve grade, but the team comes first.''

Mogg believes the McCrone-Williams partnership has the potential to emulate, or even usurp, that of Canterbury's young premiership halves, Kris Keating and Josh Reynolds.

''I think Canberra can learn from Canterbury a bit. You turn the clock back 12 months ago and everyone was saying 'Canterbury's got no halves', and I still think the halves they've got aren't as good as what Canberra can produce,'' Mogg said.

''I think the Canberra halves are just as good as those guys, and if Campo gets himself right, whether that be week one or week 10, that's going to add some competition to the place.''

Former Raiders skipper Alan Tongue said Campese did not need the pressure of being expected to be the side's pivotal figure immediately.

But Tongue said there may be scope for Campese to be eased in off the bench, with McCrone moving from five-eighth to hooker for a few minutes to give starting rake Glen Buttriss a rest.

''I think they can carry Campese on the bench, but if so you couldn't carry another nine,'' Tongue said.

''I don't think it's a long-term thing, but if you need a guy to do a job for 10 minutes at hooker, he [McCrone] is the man to do it for you.

''He can speed the game up, and his skills and kicking game give you another attacking weapon.''

Tongue saved his biggest bombshell for fullback, calling for winger Reece Robinson to alternate more often with starting full-back Josh Dugan.

Robinson's ball-playing skills were devastating at times for the Raiders last year when deputising for an injured Dugan, with the 25-year-old finishing second behind Shaun Fensom in the Mal Meninga Medal.

''Robinson's passing game creates another dimension - he's more than just that individual ball carrier, and he's got that great ability to set up people outside him as well,'' Tongue said.

''Duges can do that, too, but we've seen Reece come on in leaps and bounds in that area - he needs to get his hands on the football more often.''
