Woolford was initially suspended in the week of the Canberra Raiders Cup grand final, leading to suggestions Blues secretary Tom Ebsworth would coach the club in the decider against Goulburn Bulldogs.

He was granted a stay of proceedings pending an appeal and was allowed to coach - winning the final 24-14 in extra-time for the second year in a row.

But judiciary officer Gary Green deemed Woolford was entitled to a re-hearing on Wednesday, and not an appeal, after he interpreted the original hearing had not followed correct processes.

Woolford was given a three-month suspended sentence, spanning between April and June to coincide with the start of the 2016 Canberra Raiders Cup season.

Woolford said he was pleased the judiciary had reached a better outcome, but was still disappointed with the way the ordeal had played out.

"I've copped a lot of flak over a nine-month suspension. There wasn't anyone in the rugby league world or normal world who thought that the punishment fit the crime," he said.

"We were prepared to go through an appeal, but it's been deemed the original hearing should be null and void for whatever reason, and the punishment now is somewhere closer to fitting the crime."

Woolford said he had endured abuse on social media and his children had been bullied at school over the incident - something which could have been prevented.

"That's the disappointing thing, that for whatever reason the first hearing was declared null and void but it didn't stop the couple of weeks of criticism I copped as a result of that first hearing," he said.

"The flak I've copped, the questions I've been asked, the stuff my kids have had to cop at school, it should have been and could have been avoided. I'm glad I've got the right outcome now."

It is believed the major issue with the original hearing revolved around the lack of time Woolford and his legal team were given to prepare for the judiciary.

Canberra Raiders general manager of community rugby league Mark Vergano stressed that no one was at fault, and said the "good intent of will was certainly there".

He said there had been nothing wrong with the practices and what the Canberra Region Rugby League had been doing.

"It came down to Gary Green and his interpretation of the previous process," Vergano said.

"Once we sat down and had a look ... the processes we had previously weren't in harmony with the constitution, and that happens quite often.

"To be fair, it was probably better to go back and have a re-hearing rather than an appeal, and that was the judiciary officer's decision.

"It was a technical issue - it was nobody's fault - it was just something that happened and the practice gets out of line with the constitution.

"We were made aware of that and had to go back and make it right, which is why we thought a re-hearing was the way to go."
