The government has finalised its findings after commissioning a Deloitte audit of the Brumbies 12 months ago, but says it will not publicly release the report because it contains "sensitive information".

The Brumbies are on track to record a profit for the first time in 14 years in a massive turnaround after losing more than $3 million in the past three years.

New chief executive Michael Thomson has helped steady the club after a tumultuous period, which included a legal dispute with former boss Michael Jones and an $864,093 loss last year.

The government initiated an audit in June last year after the fallout of the legal battle and following a decision to increase the Brumbies' $1.2 million incrementally over the coming years.

The Brumbies have already implemented most of the Deloitte recommendations, including a better governance structure and mending bridges in the Canberra community.

The Australian Rugby Union also conducted its own review of the Canberra franchise when it was deciding which team it would cut from the Super Rugby competition.

But the ARU deemed the Brumbies were in a strong financial position and said Australia's most successful club was not in danger of being exiled.

It emerged on Wednesday a legal technicality added weight to the Brumbies' fight for their future, given the ARU would have been breaking a participation deed had it cut the Canberra club.

Brumbies chief executive Thomson was confident the Brumbies were on track to continue their back-room resurgence, welcoming the government's involvement.

"There were a number of recommendations in the report and we've either done them, or they're in progress," Thomson said.

"We're working with the government so they're across our finances and how we're tracking. We want to work with the government.

"We're still very much a work in progress, but it does feel like we're going in the right direction. We'll end the year in a good spot and our budgeting for next year looks reasonably positive. But we know we have to keep working and reconnect more with this community."

The government findings said: "This review was focused on financial performance and organisational governance.

"...The ACT and Southern NSW Rugby Union Limited has also agreed to support the government's intent to undertake annual financial performance monitoring for at least each of the next two years.

"...The ACT government is optimistic that the Brumbies can achieve greater off-field stability and continue to deliver for the many thousands of Canberrans that love to watch and participate in rugby union."

It also said the government will review major sporting funding, including that of the Brumbies, the Canberra Raiders, GWS Giants Canberra Capitals and Canberra United, to ensure they are achieving the right outcomes.

"This process will inform greater consistency and clarity around the outcomes from the community's investment in elite sport," the government said.

"It will also contribute to a policy framework to guide future arrangements, in particular the need to include elite women's teams in the elite funding framework, grow women's representation at administrative levels and drive gender equity at all levels of sport."
