Giteau was named French rugby's best player on Tuesday morning Australian time, beating Toulon teammate Jonny Wilkinson and a host of rugby's biggest names for the prize.

The former ACT Brumbies skipper's career continues to hit new highs almost three years after he left Australian rugby and was overlooked for the 2011 World Cup campaign.

Connolly believes the 32-year-old can be a World Cup trump card next year, declaring Giteau the "exception to the rule" which prevents overseas-based players from representing the Wallabies.

The ARU has introduced new protocols to allow players to take international sabbaticals from 2016.

But with the World Cup to be played in England next year and the Wallabies trying to find a way to beat New Zealand, Giteau looms as an attractive recruit as he continues to display career-best form.

"If there's a case for an exception to the rule of having overseas players, Matt Giteau is that case," Connolly said.

"I can understand the rule of eligibility because of how it affects domestic crowds and I full support it because we can't afford to have the promotion of the game affected with all of our best players overseas ... but Giteau is an exception, without a doubt.

"He's an outstanding player and he's the ideal captain. I'm a Stephen Moore fan as well, but maybe if the Wallabies went to him with the captaincy, maybe that could work."

Connolly said Giteau's latest award highlights the "stupidity" of coach Robbie Deans' decision to axe 92-Test star Giteau from the World Cup squad three years ago.

Giteau has won almost every prize on offer in Australian rugby, and helped Toulon to its Top 14 and European Cup double this year. He was part of the Brumbies' championship-winning side in 2004, but the World Cup trophy is missing from his bulging cabinet.

Giteau is one of the most sought-after players in Europe, turning down a reported offer of $A1.5 million to re-sign with Toulon for at least the next two seasons in a deal that he said would see him finish his career in France.

Giteau was a Wallabies captaincy contender for the 2007 World Cup, before Connolly eventually opted for Stirling Mortlock ahead of Giteau and Moore.

Michael Hooper is the incumbent Wallabies skipper but it is expected Moore will resume the role when he recovers from a knee reconstruction.

"I think the captaincy could be the lure [for Giteau]," Connolly said.

"He's tough, he's outstanding and he's still one of the world's best. It shows the stupidity of not taking him to the last World Cup that he comes out now and is one of the best players in Europe.

"The captaincy thing is a bit of a stretch but I can understand that from the ARU, but Giteau can be an exception to the rule of eligibility."

Giteau scored nine tries and 84 points in Toulon's triumphant Top 14 campaign, describing it as the "perfect" season.

"I am very happy, last year was extraordinary and I am very proud," Giteau said. "It is perfect, there is nothing I would have changed."

The Wallabies arrived back in Australia on Tuesday night after a horror two-game tour of South Africa and Argentina.

The Wallabies lost both games, including their first loss to Argentina in 14 years, and has been dealing with the off-field saga surrounding playmaker Kurtley Beale's mid-air confrontation with a staff member.

Brumbies winger Henry Speight could be fit to play in the next Test, against New Zealand on October 18.

However, it is more likely the Fijian-born speedster will play the curtain-raiser match for the Canberra Vikings against Brisbane City at Suncorp Stadium on the same night.
