Cheika has also spoken out of players who value the Wallabies jersey as more important than money, declaring he won't push for an ARU eligibility change despite players being lured away by rich European clubs.

Beale will play his first Test in almost two months when the Wallabies play against Ireland in Dublin on Sunday morning Australian time.

It is understood Beale is yet to pay his $45,000 fine to a women's charity, which was imposed as his penalty for sending a lewd picture message to former team business manager Di Patston.

Cheika is only interested in picking his best available team, and given ARU hierarchy didn't suspend Beale, the trouble star is available for selection.

"I didn't know he hadn't paid his fine, I look after the footy things," Cheika said.

"I'm sure that will get looked after though, there's certainly no one trying to cheat the system if that's the inference. There's none of that going on.

"The man did the wrong thing, he went to the tribunal and is now available, he'll play his fine and he'll play his rugby. That's simple."

A host of Australian players are being courted by European teams ready to swoop after the World Cup next year.

Will Genia and James Horwill have already been linked to clubs while Adam Ashley-Cooper has voiced his desire to move abroad and Quade Cooper and Israel Folau are likely to field offers.

Matt Giteau, Drew Mitchell, Kane Douglas, Nick Cummins and Digby Ioane already play overseas.

"Once you've made that final decision that money is more important to you than playing for Australia, it's time for someone else to play for Australia," Cheika said.

"If I was to come out now and say I support the idea, what does that say about the guys who have been plying their trade in Australia, probably for less money then they could have got overseas, because they want to play for Australia?

"I want to back that type of resolve and that type of attitude, 100 per cent."

Beale will likely sign a one-year deal to stay with the Wallabies for the World Cup before exploring his options.

Cheika believes Beale adds valuable versatility to the Wallabies' bench as they search for a victory against the world No. 3 ranked Ireland.

Beale was only called into the spring tour squad this week, with Cheika declaring he did not want to play politics with any decision about Beale's future.

There was initial resistance from some ARU officials, but Beale was not suspended at the code of conduct hearing.

He will now be part of a Wallabies reserves list oozing experience and talent, joining Will Genia, Quade Cooper and Will Skelton on the bench.

Cheika was influential in helping Beale resurrect his career at the NSW Waratahs, taking him under his wing after he was released by the Melbourne Rebels.

"When he came to the Waratahs, I never claimed I was going to be his social worker, I'm just a rugby coach," Cheika said at the team's Dublin hotel on Friday.

"Honesty, straightforwardness, directness told him exactly what's required and what's not needed. I found that works to get the best out of him and a really good honest relationship.

"No one is going to be 100 per cent perfect, there's no doubt about it. But if you're honest you can usually get a resolution.

"There are no excuses for what happened and I know that the time he was with us at the Waratahs, he was impeccable. But there's no excuse for what happened.

"It was inappropriate, he's been through the process and has got himself back on track and is fit to play. Hopefully we'll be able to help him regain a bit more support for the right reasons and not be maligned for the wrong ones."

Beale will get his chance at redemption on the field, playing the role that Cheika brought him to Ireland for.

He will be the back-up fullback and has an ability to play in almost any position in the back line.

The 25-year-old has slotted straight into his role in the side without drama and the players have accepted his return without question.

"There is a lot of quality in the midfield [and Beale] just adds to depth," said inside centre Matt Toomua.

"I've got enough to concentrate on personally, but for the Wallabies it's good to have a lot of guys to pick from."

The Wallabies are trying to avoid back to back losses in Europe for the first time in nine years.
