Charter is one of four ACT representatives across both the Australian men's and women's teams for the World Cup at the end of May in The Hague, while White and teammate Emily Smith are both from Crookwell.
Charter has come back strongly after being overlooked for the Olympics, while White was sidelined with a knee reconstruction.
She has returned to become one of the leading attacking weapons in the Australian team.
White and Smith are joined by Canberra duo Anna Flanagan and Edwina Bone in the Hockeyroos squad.
Goulburn product Glenn Turner has retained his spot in the Kookaburras side and is one of 10 survivors from the team which won the 2010 World Cup in Delhi.
The Hockeyroos are looking to improve on their fifth-placed finish four years ago.
