Cattanach took out the top gong in the men's ACT National Premier League, while Munoz claimed the honours in the women's Premier League at a gala function at the Hellenic Club on Thursday night.
Cattanach became the first player since Gungahlin United's Dustin Wells to win the award three successive times.
Wells had a stranglehold on the award from 2010-12 when he was with Belconnen United, before Cattanach claimed his first victory in 2013 with the Cooma Tigers.
Cattanach went back-to-back with the Tigers last year as the club won its first league championship before he switched to Olympic this season.
The midfielder carried on his terrific form with his new club, helping Olympic come from fourth on the table to upset Canberra FC 3-1 in the grand final.
Cattanach was named man of the match in the decider after scoring two fantastic goals from free kicks.
Munoz had another stellar season for the Blue Devils as they claimed another league championship and grand final double.
The former Matildas striker will again line up for Canberra United this season as they aim to defend their W-League title, starting away to Brisbane Roar at Suncorp Stadium on Sunday.
Tigers FC coach Gaby Wilk was named the NPL coach of the year in the men's competition.
It was a disappointing end of the season for Tigers FC, who narrowly missed out on the league championship.
After having three points deducted for fielding an illegible player, they finished second on the table.
Tigers FC lost to Canberra FC in the qualifying final before going down to Canberra Olympic in the preliminary finals.
The accolade was shared in the women's division between Woden-Weston FC's Robbie Mason and Tilly Carbone of the Monaro Panthers.
It was the first season for Woden-Weston FC as a combined team, while the Panthers continue to improve with a host of young talent.
Referee Gavin Martin and Canberra FC club president Marko Vrkic were recognised for their contributions to the sport by being inducted into the Capital Football hall of fame.
Martin has been an official for more than 20 years, while Vrkic has held several roles at Canberra FC since arriving in Australia in the mid-1980s.
