The 30-year-old was awarded the win in a sensational final after judges needed five minutes to pick between Jakeman and David Gross as they hit the line at the same time.
Jakeman was a $2.70 second favourite with bookmakers going into the final off a handicap of 6.25 metres.
Jakeman has been racing predominantly in the US this year, recording a personal best time of 10.59 seconds for the 100m at a meet in El Paso in March.
The Bay Sheffield is one of the most prestigious gift races in Australia, and includes more than $57,000 in prizemoney over 21 events during the carnival.
