Farrell is one of 18 players to be offered Southern Stars contracts by the women's national selection panel, while Meteors teammates Katie Mack and Sam Bates are on second-tier deals with the development squad, the Shooting Stars.
The announcement came on the same day Mott was appointed as the new coach of the Southern Stars.
Farrell had a strong start to the Women's National Cricket League before she missed the final two rounds of the competition with a fractured finger.
The 28-year-old is expected to play a crucial role for the Southern Stars in an unprecedented amount of fixtures, including the women's Ashes in the UK, a home series against India and an away series against NZ, all of which are part of the ICC Women's Championship.
That will then be followed by next year's ICC Women's World Twenty20 in India.
Bates, a left-arm orthodox spinner, retains her Shooting Stars contract, while Mack is a new addition after the opening batter's breakthrough season.
The pair will represent the Shooting Stars on their upcoming tour of the UAE against the England Academy.
