But Jackson says she will delay her decision until she knows her body is capable of standing up to the rigours of a WNBL campaign.
Graf and Jackson were due to speak last week for the first time in months with Jackson starting to increase her training as she comes back from hamstring surgery.
The 32-year-old is expected to have one-on-one sessions with new Australian Opals coach Brendan Joyce in the coming days.
Jackson admitted the prospect of joining the Capitals was enticing because of the medical and recovery facilities available in Canberra.
She has a third-party $1 million deal with the Capitals to play three of five seasons with the team, but the 2013-14 campaign is not part of the contract.
''We haven't spoken to Canberra … who knows what will happen. I'm just trying to get fit again. It's about my body and how everything pulls up. When I get back on court I'll have a better feel for everything,'' Jackson said.
Graf has started adding big players to her roster for the campaign and views the possibility of Jackson playing as a bonus.
Rising star Carley Mijovic has signed with the club and championship-winner Abby Bishop may return if her contract in France falls through. But former Capitals star Marianna Tolo turned down an initial approach from Canberra as she aims for glory in Europe.
Tolo was back in the capital last week for a training camp with the Opals at the AIS. She revealed that the heartbreak of missing Olympic Games selection last year was driving her to improve and chase her goal of being picked in the team to play in Rio in 2016.
Tolo was one of the last players cut from the Opals squad just a couple of weeks before the London Olympics.
''I was pretty devastated to miss out,'' she said. ''But those experiences make you a better player and I'm determined to chase a spot in Europe. I can understand why I got cut, I'm fine with that. But it's all the work and training you do to try and get there, it took me a couple of months to get over it.''
Tolo has just signed a new contract with French league champions Bourges.
