University of Canberra union boss Joe Roff declared "the buck stops with me" as the Capitals slumped to their ninth consecutive loss on Sunday.

The Capitals lost to the Townsville Fire 84-66 at the AIS Arena, equalling the second longest losing streak in the club's rich history.

The university will announce on Monday its plans for the review after taking the WNBL licence from Basketball ACT last year.

Graf has been the coach for a decade and the Capitals have won seven championships - more than any other team in the competition - but they haven't made the finals in the past four seasons.

"It's a proud team with a proud history and we need to get better on and off the court," Roff said.

"We're looking at a 360 review. Everything from pathways of the young players to support structures in the back office, recruitment policies, and strategies around recruitment.

"There's agreement across the board we need to look at what we're currently doing and look ahead, the program hasn't sat down and benchmarked itself against other WNBL sides and now the transition [from Basketball ACT] has happened, we want to outline a vision strategy for the Caps going forward.

"The early performances of the season, there's no hiding from the fact it's disappointing and unlike the Caps given the success they've had, the time to take that review is now."

University officials met with senior players last last month to gauge their opinions on different matters before deciding to undertake the review, which will begin as soon as possible.

Roff said the meeting with players was made transparent to everyone else in the organisation.

"I wanted to talk to members of the team, I think we were 0-5 or 0-6 [at the time] and wanted to have a chat to them to see what their perspective was as a playing group.

"I'm not a basketball expert but ultimately the buck stops with me in terms of the success of the program," he said.

"I wanted to get the thermometer out and see where things are at with the playing group.

"We talk closely with coaching and medical staff, what we don't do as much is do that with the playing group.

"I'm accountable for it, I want to seek to understand what was happening from a high performance point of view to look to save the season.

"We are only nine games in, but saving the season is going to take an enormous effort."

The Capitals' cause wasn't helped by the late withdrawals of key signings Kathleen MacLeod and Anne Wauters.

Roff indicated a thorough analysis of the pathways into the Capitals program would be a major factor in the review. Young point guard Abbey Wehrung is the only player currently contracted with Canberra for the 2016-17 season.

"We want to work more closely with Basketball ACT and the AIS as well,'' he said.

"We want to ensure those partnerships are creating the pathways and the best opportunity for the next Lauren Jackson to emerge."

Roff said the Capitals' planned move from AIS Arena to the Royal Theatre remains on the agenda and hopes the shift is complete "early in the new year".
