NSW Lotteries said the man, who it did not name, told an official he had not seen some family members for a decade, and would use the money to go towards a reunion.
"I want to bring some of my family from overseas here to Australia for a holiday," he reportedly told the official.
"It's been on my wish list for a long time. It's my number one wish. Family means everything to me."
He was also planning a holiday of his own, with his immediate family to Spain.
"I have been getting calls all over the place, so I thought it was a hoax," he said. "I'm glad it's not. You have made my day.
"You don't understand how much this means to me and how incredible I feel right now."
The money would also go towards paying some bills.
