The collision happened about 10.30am on Monday, two kilometres north of the intersection of Pialligo Avenue.
One of the cars rolled, landing on its side.
Paramedics treated a driver from each car at the scene: a 35-year-old man and a woman in her 40s.
A NSW Ambulance spokesman said both drivers had been found conscious and breathing and were not taken to hospital.
Lanes in both directions have been closed as a result of the collision.
An ACT Emergency Services Agency spokeswoman said fire and rescue crews, and paramedics were on the scene as of 11am.
The spokeswoman said traffic was congested along the road, and advised drivers to seek an alternative route.
