Police have been left staggered by a staggering driver who shouldn't have been driving at all.
About 8pm on Saturday, the mature-age learner driver was detected at a constant speed of 23km/h as he drove down a local street in Wangaratta.
The driver, 21, was alone in the car, but had trouble standing when he got out of the car.
After a positive preliminary breath test, the man blew 0.208 in a breath test at Wangaratta police station.
The driver told police he had spent the day at a local football grand final, where had drunk 20 mid-strength beers, and was on his way to a hotel.
A police spokeswoman said officers immediately suspended the driver's licence and expected to charge him with drink-driving offences, as well as failing to comply with conditions of his learner's permit.
