In a sign the balance-of-power MP will continue to derail the government’s legislative agenda, Mr Shaw voted with Labor on amendments to the election costing service, which would have made it operate for the entire year rather than just in the lead up to state elections.

Mr Shaw issued a statement on Thursday afternoon saying he opposed the government's legislation because it did not give the election costing service enough time to complete "all required analysis".

"Moreover, I feel there is a need for an officer position more on a permanent basis, fulfilling this role at all times, not just in the lead up to an election," he said.

The government's bill to set up the office has now lapsed and Attorney General Robert Clark said it would not be re-drafted unless there was a significant change of heart from the Labor party.

The Coalition government promised to establish a parliamentary budget office in 2010 to cost political parties' election commitments.

Mr Clark blamed the saga on the Labor party, and said they did not want to be accountable for their "dodgy policy costings".

Mr Shaw also needed to account for how he chose to vote, he said.

"Mr Shaw only has a say if the Labor party give him a say."

He said he briefed Mr Shaw on the matter but refused to say whether Mr Shaw had any concerns with the legislation.

"It is a matter for Mr Shaw as to how he chose to vote. I am, to be honest, surprised that he chose to vote against this measure."

Labor opposed the government's proposed parliamentary budget office because they said it did not allow enough time to cost election promises, and should operate for 12 months of the year.

‘‘Unless there is a change of heart in the parliament, there will not be an independent parliamentary budget office,’’ Mr Clark said.

‘‘Labor have deliberately structured an amendment to defeat this bill.’’

He said Mr Shaw had not raised any concerns with him about a lack of resources for independent MPs.

On Tuesday, Mr Shaw voted with Labor to defeat the government’s business agenda, which means their timetable for passing laws will not be met.

Mr Shaw has vowed to assess each bill on its merits and said he had adopted a "week-by-week approach".

"I’ll vote the way that I think that I should vote," he said on Wednesday.

"Week by week, I’m an independent member of Parliament."

Shadow Treasurer Tim Pallas said Premier Denis Napthine could no longer rely on the support of the Parliament.

“A state and a Parliament that can longer function is bad for jobs, bad for investment and bad for our future,’’ he said.

He said the situation was without precedent since 1933.

‘‘A temporary parliamentary budget office does not fit with the realities of public policy debate, and misses an opportunity to make a genuine improvement to the quality of debate in this state.’’
